European project COST was founded in 1971 for European Co-operation in the field of Scientific and Technical Research, by virtue of inter-governmental resolution of 19 Western European countries and Yugoslavia. In 2002 there were 32 European member countries (Poland since 1991) co-operating within COST framework.
Co-operation of COST participants is based on so called Actions. Subject of research (Action) and list of participants are defined by a Memorandum of Understanding signed by the Governments of participating states.
